EMS Director

Jackie Lowther

Jackie Lowther, RN, MSN, MBA, joined SCVMC in November 2010 as the Director of Critical Care, Emergency Department and Perioperative Nursing. Her career expands almost 40 years in Emergency, Critical Care and Administration. She is a transitional leader with a strong clinical background in emergency services, as well as progressive leadership experience in operations management, quality and performance improvement, staff development, physician relations for major academic medical centers and community hospitals for non-profit and for-profit healthcare systems.

EMS Medical Director

Ken Miller

Dr. Miller is a board-certified emergency physician with a subspecialty certification in Emergency Medical Services, has a Ph.D. in pharmacology and is a graduate of the Harvard Kennedy School of Government Senior Executives in State and Local Government fellowship. He is currently the Medical Director of the Santa Clara County (CA) EMS Agency.

Assistant Director, Medical-Health Operations Area Coordinator

Michael Cabano

Mike has been with the EMS Agency since March of 2010. Prior to joining the Agency he held various roles within the EMS System since beginning his career in 1999. Mike currently manages the countywide EMS All Hazards Program, Medical-Health Mutual Aid Program and Homeland Security Program. In his role he also serves as one of the EMS Duty Chiefs, is the Agency Terrorism Liaison Officer and Liaison to Law Enforcement Agencies.

Senior Management Analyst

Patricia Natividad

Patricia Natividad has worked as an Analyst with the EMS Agency since 2001. She is currently managing the Agency's administrative programs that include budget tracking/development, contracts, and office management. She received her Bachelor's in Public Administration from San Jose State University. She enjoys spending time with family, reading and watching movies in her free time.

Specialty Programs Nurse Coordinator

Lisa Vajgrt-Smith BSN, MPH

Lisa Vajgrt-Smith, graduated with a B.S.N. from Creighton University in 2004. She enjoyed working as a bedside nurse for over 10 years, feeling most comfortable in the float-pool role. This allowed her to provide care to a variety of patients and learn many of the different specialty areas of the hospital. In 2013, she received a Master’s in Public Health Administration and shortly after began her career in EMS administration. She serves as a Deputy Team Leader for DHHS, National Disaster Medical System, Disaster Medical Assistance Team CA-6.

John Blain

John Blain serves as an EMS Specialist and has been with the Santa Clara County EMS Agency since 2002.

EMS Duty Chief, Data Management

Michael Clark

Michael started his career in 1987 in the fire service, then went on to serve as a Paramedic and an EMS Field Supervisor. In 2006, Michael joined the County with a role within the EMS Agency.

Jason Weed

Jason has been a licensed paramedic since 2001. Jason has served as an EMS Specialist with the Santa Clara County EMS Agency since 2011.

Daniel Franklin

Daniel has been with the EMS agency since 2012. Prior to joining the Agency he worked in the Santa Clara County EMS System as an Accredited EMS Field Supervisor and as the Operations Manager for a large private ambulance provider.

EMS Duty Chief, Data Management

Christopher Duncan

Chris brings more than 20 years experience in emergency medical services management to his role as an EMS Specialist. He began his career as an EMT in 2001 and has served in a variety of roles including Paramedic, Accredited Field Supervisor, Logistics and Operations Manager for a large private ambulance company. He has a love for the outdoors and enjoys backpacking, mountain biking and theatre arts. Chris holds a special place in his heart for children and adults with special needs and continues to volunteer his time to assist those in Santa Clara County.

EMS Duty Chief, Clinical Quality Improvement

John Sampson

John Sampson joined the EMS Agency in 2014, and is assigned to pre-hospital quality assurance (CQI). John started his emergency medical services career in 2000 and has worked as an EMT, Paramedic, Field Training Officer and an Accredited Field Supervisor in Santa Clara and Monterey Counties. John has completed a vast array of ICS and EMS training classes and continues to maintain his Paramedic license.

David Sullivan

David Sullivan is assigned to the Special Operations Unit. He also serves as one of the EMS Duty Chiefs. He has been with the EMS Agency since February 2015.

EMS Specialist, Permits and Credentialing

Isaac Quevedo

Isaac has been licensed as a paramedic since 2004. Prior to joining the EMS Agency, Isaac worked as a 911 Field Paramedic, Critical Care Transport – Paramedic, and an EMS Field Supervisor. Isaac has been an EMS Specialist with the EMS Agency since 2020.

EMS Specialist, Clinical Quality Improvement

Dustin Gonzalez

Dustin holds a BA in History from Santa Clara University and has been a licensed paramedic since 2005. Prior to joining the EMS Agency, Dustin worked as a 911 Field Paramedic, Field Training Officer, Paramedic Preceptor, Clinical Education Specialist and Clinical Manager. Dustin has been with the EMS Agency since 2022.

Administrative Assistant

Evangelina Ortiz

Evangelina (Eva) is the Administrative Assistant for EMS and assists in the certification, credentialing and accreditation administrative process within the Santa Clara County EMS Agency. Prior to that Eva worked with the Santa Clara County Social Services Agency where she worked for 5 years assisting the public with applying for county benefits. Eva likes meditating, exercising, reading, and volunteering in her community when she is not spending time with her family.

Office Specialist

Manuel Elias

Manuel Elias has been serving the EMS system since 2014 as an Office Specialist III, with administrative support roles. Prior, he has worked as a Protective Service Officer with the County for 15 years. Before that, he has worked for the semiconductor industry as a Purchasing Agent for almost 15 years. In his free time, he enjoys playing soccer, being in contact with Nature, reading the Bible, ministering to the homeless and visiting the sick.
